Mostly owned by the Pacific Lumber Company (PALCO), the Elk River Trail section of the Headwaters Forest was ceded by the courts in 1999 to the U.S. Bureau of Land Management to preserve the few remaining old-growth redwood groves in the area.

The Headwaters Forest Reserve is also one of the few remaining habitats for an endangered seabird, the Marbled Murrelet.
